While making a colloidal solution of starch in wrier why is constant stirring required? Should we add dry corn starch to boiling water or boiling water to corn starch? Why?

When preparing a colloidal solution of starch in water constant stirring is needed to avoid formation of lumps . If the solution is not stirred constantly it will form coagulates.
corn starch paste should be added slowly to boiling water to avoid clumping and precipitation
