Initially, the British were supportive of the foundation of the Indian National Congress. Dufferin, the then Viceroy of India, even threw a garden party to the members of the Indian National Congress who attended the second annual conference in 1886. The British saw the Congress as a disloyal bunch and a seditious body. The British became more aggressive towards Congress. British officials openly criticised the acts of the Congress. During one of his addresses in 1887, Dufferin himself criticised the Congress. He said they were “a body of microscopic minority”.
