In 1989, 191 nations adopted an international charter- the United Nations Convention on the Rights of the Child (UNCRC). This charter issued by the UN focused on childhood and the right to grow and develop with dignity. The 19 year old would be classified as an adult and would have different rights from the rights granted to a child. All children irrespective of their socio-economic background are granted these rights without prejudice. So the 10, 13 and 15 year olds would all be granted the rights defined by the UNCRC.
