Through Statement I,
A reached at 7.15 am five minutes before the bell rang.
Nothing can be said about the arrival of B and C by this statement.

Through Statement II,
C reached the school before the bell rang, and B reached before him.
That means B also reached the school before the bell rang.
So, between B and C, this can be said that B reached the school first. But, Nothing can be said about the A as of when it reached school among B and C.

Thus, Option D is correct, that the data even in both Statements I and II together is not sufficient to answer the question.
