Gas molecules are highly excited, so they move vigorously with high kinetic energy. so they hit the walls of the container and exert a high pressure.
The pressure exerted by a liquid change with depth in the liquid. The pressure exerted by a liquid increases with increasing depth inside the liquid. The pressure exerted by a liquid is small just under the surface of the liquid. The liquid does not possess molecules having more excitation than gas molecules. As the molecules are closer together and do not move vigorously as compared to the gas molecules so they exert less pressure on the container.
