For implementing laws at local level, State is divided into districts. Telangana have 31 districts. Each district is further divided into mandals. And, each mandal is divided into villages.

At district level, District Collector is in charge of implementation laws. Under district collector there are various departments at mandals and villages. Officers of these departments implement specific subjects of the laws. Officials in every levels and each department work together in implementing the laws.
