For this purpose, in the year 2007, the UPA government constituted a four-member committee to look into roles and responsibilities of different levels of the Government and their inter-relation. This committee was headed by retired Chief Justice of India Justice Madan Mohan Punchhi and hence was named as Punchhi Commission.
