A Bulb blinks for a while when a high power rating appliance as Heater is connected to socket. This is becoz of sudden drop in voltage in the circuit.
These high power rating appliances require high voltage.
Soon the voltage is regulated by the voltage regulator and hence the bulb glow normally.
