why a liquid conductor whose conductivity is very less is called as a poor conductor rather than an insulator.​

A liquid conductor is called as the poor conductor because it can allow to pass current, but less than the metals like copper and iron. It can not be called as the insulator because insulator does not allow to pass current through it like wood and plastic.
