Why are connecting wires made of metals?why do they have rubber/plastic coverings?

Metals like copper, aluminium etc. is a good conductor of electricity, it allows the electricity to flow through it easily as they have very low value of electrical resistivity. So, they are used to make connecting wires.
Conducting wires have plastic/ PVC coating on them as they are insulators of electricity and hence do not allow to flow electricity through them. Hence, provides us from getting electric shock.
