Because they don't have jaws, cyclostomes fall under the division Agnatha.
Agnatha is a superclass of paraphyletic fish without jaws.
It contains the class Cyclostomata as well as the extinct Ostracodermi.
Characteristics of fishes of Agnatha are:
They are jawless.
They have a single median nostril.
