Why are fires produced by burning oil not extinguished by pouring water ?

As water is denser than that of oil if you pour water on burning oil it set down permitting the petrol or oil to rise up to the surface and enhance the burning in a continued manner. Secondly the existing temperature is so much high that the water poured on the fire leads to evaporation rather than extinguishing of fire
