Why are florists allowed to pluck flowers?

Plucking flowers destroys the beauty of plants. If flowers are plucked in excess, then the fruit production will not take place and some insects like butterflies will die due to lack of food as they are dependent on flowers.
Florists are allowed to pluck and sell flowers because they make strands and garlands out of it which are used for decoration and temples. They make sure that not too many flowers are plucked at once.
