Why are HF & HFO4 considered weak electrolytes?

An electrolyte is generally a substance that can dissociate into ions when dissolved in water, since Flourine in HF is very electronegative, the interaction between it and Hydrogen is very strong and hence, it's very difficult to dissociate it into ions.
Similar in the case of HFO4
