Solution
Things shine when light gets reflected off they surface and hits or eyes. It is this light that we perceive as shining. Some things have fine surfaces and thus reflects light easily and shines more... While other objects have rough surfaces and thus does not shine! On applying oil, the oil covers the surface of the object and oil being a great reflector of light makes the object shiny! Cheers!
