Why are there channels filled with tar, at intervals, across cement-concrete roads?

Concrete expands due to solar heating during the day. So, space is left between regular intervals of concrete to avoid any cracks whilst expanding. These spaces are filled with tar (semi elastic solid) to avoid any type of damage. Due to this reason, there are channels with tar at intervals, across cement-concrete road.
