Expressing the reason behind decimal points are allowed to move before dividing with decimals :

If you move the decimal point the same number of places in the dividend and the divisor, you are multiplying them both by the same power of 10.

That does not change the quotient. It's simply a matter of counting how many factors of 10 appear in the denominator after the multiplication.

Each factor of 10 in the denominator moves the decimal point one place to the left.
