Carbon tetrachloride (CCl4)is a covalent compound. So, it do not dissociates into ions in aqueous solution on passing of electric current. There are no free ions to move and conduct the electricity in the solution.

That's why, carbon tetrachloride (CCl4) liquid does not conduct electricity.
