Bombay and Calcutta grew as important port towns because the British rulers consciously decided to develop these as major port towns. The British came into the occupation of Calcutta and Bombay early in their rule. These cities became Presidency cities. They became the seat of government and many British people settled there. As these cities grew, they developed the infrastructure to become major port cities.
