Solution

Louis XVI called a meeting of the Estates General on 5 May,1789 to pass the proposals for the newly introduced taxes.

The people of the third estate were disappointed because they wanted the king to follow a new system of voting which would be conducted by the assembly as a whole and each member would have one vote. This was a democratic practise for putting forward the grievances and demands.
