Shylock refused the money offered by Bassanio because he hated Antonio and wanted Antonio to forfeit the pound of flesh as mentioned in the bond. He did not show Antonio any mercy and was more interested in getting rid of Antonio than getting twice the amount of money loaned from Bassanio.
