Why did the British not encourage the iron and steel industry despite the abundance of iron ore?

Coal was the most important source of power, so there was great demand for it. With the expansion of railways the demand for coal shot up. British industrialists invested their surplus capital in the railways. Therefore, they did not encourage the growth of iron and steel industries in India.
