Why do equipotential surfaces exist even though potential falls by 1/r relation?

On the given surface presumed to be equipotential surface,on such surface electric potential all over its surface is constant.In other words potential difference is zero.The relation which holds for potential difference is V α 1rWhen we move slightly up or down or in or out of the equipotential surface the value of potential difference will change.
