Solution

Dear student

Soil is not just a mixture of rock and sand only. The importance of soil lies in the fact that it contains organic matter, nitrogen compounds, bacteria and other components. Moreover soil will have water component also. The same is not there in the soil present on moon. There are no bacteria or organic components on the surface of moon and thus the reason for saying there is no soil on moon.
