Seawater appears blue because it absorbs all other colour except blue and reflects the blue colour. But this colour is dependent on the concentration of majority particles in the water. Another reason the ocean appears blue is because it reflects the color of the sky.

At some places it also appears green. Green color of sea is due to the presence of algae and plant life.
