Why do the divers carry oxygen for artificial respiration?

The amount of dissolved oxygen in the water is quite low as compared to air which cannot fulfill the requirement of oxygen for breathing and hence affect the respiration process.
Specifically, underwater oxygen is available in dissolved form and humans cannot take in dissolved oxygen.
Therefore, in order to fulfill the requirement of oxygen for respiration process divers carry oxygen with them.
