Why do we cover plug pin holes which are within the reach of children with cellotape or a plastic cover when not in use?

It is kept away from children, especially the one with age 1-3 have a habit of poking objects, so they poke electric plug which leads them to death because of electric shock and they are so dangerous. That's why we nowadays use temporary cello tape or plastic plugs because the are a bad source conductors so they are insulators
