Why does a balloon fully inflated with air Rises up vertically for some distance when punctured from below?

When it is punctured, the air will be coming out downwards very fastly . So this velocity of air escaping from balloon. So according to Newtons third law the reaction force (due to escaping of air) makes balloon move up.
