why does a concave lens behave like a convex mirror and why does a convex lens behave like a concave mirror?

That is because of their construction concave lens and convex mirror both converge light where as other two do the opposite. By the way this is only true when the refractive index of the material of the lens is higher than the surrounding, other wise lens will behave in opposite way.
