why does a rural settlement lack in infrastructure and facilities after so many initiatives by the government of India what is the reason behind it

India's maximum geographical area is rural area. But rural area of India is not so well developed despite having a high potential for country’s development in terms of availability of natural resources and labour.
The government has been planning new development schemes to build rural infrastructure like road, housing, power, education, water and sanitation and health.
Corruption and inefficient management are reasons behind the lack of rural infrastructure.
