why does an increase in government borrowings decrease revenue deficit?

Dear student,
A deficit in revenue budget implies that the Government is not able to cover its day to day functioning. it spends more on operations than what it earns. so in order to meet this deficit, the government either has to sell his asset or resort to borrowings which fulfills the present need and rectify the deficit.
