Why does carbon form tetrahalide while lead forms dihalide

1. This is due to inert pair effect.

2. As we go down the group, due to high energy difference between s and p orbitals, thus, s becomes reluctant to participate in hybridisation.

3. So, only p shell participates in bond formation in Lead while in Carbon, the sp3 hybrid orbitals form bonds.
