why does condensed matter and dense gases emit electromagnetic radiation at all temperature?

For atoms to emit radiation, electron transition should happen. At low temperature, the atoms are mostly in the ground state. So they can not emit photon by de-excitation of electrons. AT high temperature, the collision between atoms may lead to excitation which results in emission of the photon on de-excitation.
