Why does CsCl have more ionic character than CsF?

CsF is more ionic than CsCl,

ionic character depends on the electronegativity of atoms.
Going down a group electronegativity also decreases.
so,
Flourine is more electronegative than chlorine.
Since flourine is smaller than chlorine it has more polar effect on cesium than chlorine.
hence CsF is more ionic.
