This is due to the enough
repulsion force due to the charges which get accumulated on the plates , which
generate enough repulsive force to stop the electric current
.During charging ,
charge starts accumulating on the plates slowly causing not enough repulsive
force to stop the current. but when it get fully charge enough force is
available to do so. similar is the case of discharging.Moreover during charging
or discharging electric field continuously changes between the plates causing a
displacement current between the plates.
The momentarily current .since only changing electric field produces displacement current
therefore momentarily current flow only during charging or discharging. And
will become zero either when capacitor is fully charges or discharged.
