Solution

Dear student

As we Know, the acidic property of an acid is due to the liberation of H+ ions in its solution. Here, as HCL is dry, it will not be able to liberate H+ ions so it will not be able show acidic characters.

That is why dry HCL does not changes the colour of blue litmus paper into red.
