Delhi is at lower altitude than Manali. We know that atmospheric pressure decreases with height. Hence at higher altitudes, the atmospheric pressure will be low. Therefore the boiling point of water will be lower than 1000 C (boiling point is the temperature at which the pressure of a liquid becomes equal to that of the surroundings). As a result, at higher altitude, water will boil at a lower temperature and hence the heat provided by boiling water will not be sufficient to cook vegetables. This is why it is difficult to cook vegetables at hill stations.
