It takes the sun to travel a distance of 1 degree in 4 minutes from our perspective.

therefore, to cover a distance of 30 degrees, the sun will take,
30 * 4 = 120 minutes = 2 hours.

We also know that Arunachal Pradesh is in the East and that’s why it will witness the sunrise before Gujarat which is in the west.

That's why Arunachal pradesh witnesses sunrise first and then after 2 hours, Gujarat witnesses the sunrise.
