Water at 0oC possesses latent heat which Ice at 0oC does not. Ice on melting absorbs Latent heat which water at 0oC does not. Ice has a large value of latent heat [SLHF = 336Jg-1] Thus ice absorbs a large amount of heat on melting from the surroundings & hence is a better cooling agent.
