Melting is the process of converting a solid-state of a substance to a liquid state.
As we know $1 k g$ of ice on meting absorbs $336000 J$ of heat energy and $1 k g$ of water on freezing will release $336000 J$ of heat energy.
Therefore, when the ice starts melting heat is absorbed from the atmosphere ( $336000 J$ for every $1 k g$ of ice) and temperature, falls into the surroundings. Thus, it becomes very cold.
