Why does it become very cold when the ice starts melting in cold countries?

Melting is the process of converting a solid-state of a substance to a liquid state.
As we know of ice on meting absorbs of heat energy and of water on freezing will release of heat energy.
Therefore, when the ice starts melting heat is absorbed from the atmosphere ( for every of ice) and temperature, falls into the surroundings. Thus, it becomes very cold.
