During the process of evaporation, it losses energy. And to recompensate, the loss of energy, energy is gained by the liquid particles from the palms that make the hand cool.
Acetone, petrol, and perfume absorb our palm's latent heat of vaporization. The palm of the hand loses heat and becomes frigid.
