Paper by itself catches fire easily because of its low ignition temperature.

Aluminium is a good conductor of heat. It also has a higher ignition temperature than paper.

So when a piece of paper is wrapped around an aluminium pipe is burnt, the heat gets absorbed by the aluminium pipe and the paper does not reach its ignition temperature.

Hence, the paper wrapped around an aluminium pipe does not catch fire easily.
