1) In a democratic country like India, there are two types of executives.
2) One is elected by the people for a specific period and are known as political executives. Political leaders who take big decisions fall in this category.
3) In the second category, people are appointed on a long term basis. These are known as permanent executives or civil servants. Persons working in civil services are called civil servants. They remain in office even when the ruling party changes.
4) These officers work under the political executive and assist them in carrying out the day – to – day administration.
5) Though the civil servants are more educated and have more expert knowledge of the subject, they work as advisors to the Ministers. This is because the minister is elected by the people and thus are empowered to take decisions on their behalf.
6) They are answerable to people for all consequences of their decisions. Hence, the Ministers takes all the final decisions.
7) Thus, political executive are more powerful than non - political executive.
