Why does rolling occurs on a smooth horizontal surface and not on a smooth inclined surface?

Rolling occur on a smooth horizontal surface only when an external torque is applied to it.When a body slides down a smooth inclined plane then the forces acting on it are gravitational force and normal reaction.The torque of both these forces is zero since the line of action of the forces passes through the centre of mass of the body.But if an external torque is applied to the rolling body,then it will start rolling.
