Why does the light follows the laws of reflection even on rough surfaces?

light always follow the laws of reflection, irrespective of the smoothness of the material.

In case of irregular surfaces there is a rough surface, and each part this rough surfaces reflect the light at different angles. However all these reflections completely follow laws of reflection.
