why does the modern periodic table does not starts from group 17

The periodic table was designed in such a way that the elements are in increasing atomic number and slowly the valence electron is increased one by one. While arranging, metals are leftside placed and halogens at the right side placed. Halogens are nonmetals and electronegative in nature. So they are at the right side and not at the beginning
