Why does the primary sector continue to be the largest employer in india ?

Primary sector continues to be the largest employer in India due to the following reasons.
1) Enough jobs have not been created by the secondary and tertiary sector.
2) primary sector requires comparatively less education than the other two sectors.
3) Mostly unemployed people join the primary sector to earn some money.
