Why does this have to be true that all prokayotes are unicellular? Why can't they be multicellular?

Prokaryotic organisms are unicellular. However, some bacterial species can aggregate together and function as a single colony with an additional characteristic of division of labor among the different cells so that the colony works more efficiently. This is characteristic of any traditional multicellular organism.
