Vinyl chloride does not form grignard reagent and the reason behind it is that , The Mg of grignard reagent reacts with Cl and forms MgCl2 an undesired product, as per grignard reagent it have to form R-MgX complex but it wont due to the complex formation as Mg-Cl .
hence the answer is justified .
