Why does water not calm the tongue after eating hot spicy food?

The reason for the burning sensation from eating spicy foods is due to an oil-soluble chemical called capsaicin. Hence, the water just rolls over the oily spices as ​oil and water as immiscible. Due to this reason, water is unable to calm the tongue after having spicy food.
